Mhh I guess you can lower the mandate requirement by getting war score cost reductions like diplomatic idea, or admin efficiency from admin tech and absolutism but I don't think that you will be able to lower a 300 mandate requirement to less than 100 any time soon without any kind of war. Except for vassal/tributary/impose ideology wargoals which require 100% occupation. Pretty sure there was an option to release vassal/tributary through diplomacy? Yeah I'm asking if there is a way to release a colony that you own into its own independent empire. Declare war to subjugate them, and win that war outright.
